If you are in the market for a really cheap budget phone I have some untested recommendations that I can offer without even having the devices in my hand. Despite the fact that these are untested recommendations, they not uninformed. I can guess from the specs sheet alone that these devices are a nice deal at the price when we compare them to other similar competitor devices. If you don't want to read through the list, I can make a quick conclusion up front and let you know that of the phones presented in my top 3 list here the Huawei P Smart 2019 has the best value for money out of the bunch. I would highly recommend that phone above the others.
Samsung Galaxy A20e for €130-160 EUR

First on my list, is the Galaxy A20e. It really stands out as a really special device that is going for sale in the EU for less than 160 EUR new condition if we check on prices from Amazon DE (Germany). It has a compact body, and decent system-on-chip driving the phone. The reason I am recommending this phone: -Fingerprint scanner -Face Unlock -Small compact body -Decent Exynos 7884B SoC -Plastic build quality -Design looks good -3 RAM with 32 GB storage
-USB Type C Amazon Links Germany Black: https://www.amazon.de/gp/offer-listing/B07QKMZPQ5/ref=dp_olp_all_mbc?ie=UTF8&condition=all Blue: https://www.amazon.de/gp/offer-listing/B07QKDWNFT/ref=dp_olp_all_mbc?ie=UTF8&condition=all White: https://www.amazon.de/gp/offer-listing/B07QKG3C95/ref=dp_olp_all_mbc?ie=UTF8&condition=all Italy Black: (New For 145.49 EUR) https://www.amazon.it/gp/offer-listing/B07KVWJY2S/ref=dp_olp_new_mbc?ie=UTF8&condition=new Blue: (New for 139.50 EUR) https://www.amazon.it/gp/offer-listing/B07RLXVSWV/ref=dp_olp_all_mbc?ie=UTF8&condition=all
Samsung Galaxy M30s for €200-250 EUR

Second on my list is yet another Samsung. You may see a pattern here, but it's not that I have some sort of favoritism toward Samsung as a brand, it's really about the fact that Samsung has been going after the budget market hard and aggressively since 2018. I can speculate this is due to the companies to recapture market share from the budget-centric Chinese brands which have been seeing famous growth in the past couple of years. Samsung focusing on more affordable phones is a total win for consumers. Want a 6.4 inch Super AMOLED Screen for less than 250 Euros? You are basically going to have to stick to Samsung, because only they have this screen on the market at this size and price - that includes devices like the A20 or A50. The M30s stands out, by specifically filling the role of a battery beast with it's monster-sized 6000mAh capacity battery. For around 200-250 Euros this is on of the best deals out there. The reason I am recommending this phone: -Fingerprint reader on the back -Large 6.4" Super Amoled Screen -Super large 6000 mAh Battery -One UI and System Dark mode -Decent Exynos 9611 SoC -Plastic build quality, and plastic doesn't shatter like glass -rounded seamless body -White color is by far the most beautiful design for this phone, I don't dig the gradient pattern on the other color options. -4 RAM with 64 GB storage Amazon Links Germany Black (new): https://www.amazon.de/dp/B07ZHKCW7P/ref=psdc_3468301_t2_B07QKMZPQ5 Spain White (new): https://www.amazon.es/Samsung-Galaxy-M30s-Blanco-reproducci%C3%B3n/dp/B07XTC3YDB/ref=sr_1_5?__mk_es_ES=%C3%85M%C3%85%C5%BD%C3%95%C3%91&dchild=1&keywords=samsung+galaxy+m30s&qid=1586167305&sr=8-5
Huawei P Smart (2019) for €100-150 EUR

Lastly, I will recommend the year old Huawei P Smart (2019) because it is still a very delicate design featuring a thin and light body made out of a seamless continues plastic body, just like the body design featured on the Samsung Galaxy M30s. This phone also has a nifty notification LED. Huawei Phones are great, and they have been contributing greatly to the budget and midrange section of the market for years now. I am familiar with their previous generation mid-range phones which were powered by their Kirin 659 chip, and I am positive the 710 builds on the performance quality and power-efficiency that made their previous generation of mid-rangers some of my most favorite phones. This phone was originally released over a year ago at 250 Euros, so if you buy it now, you are getting it great sales prices. -Fingerprint reader on the back -Large 6.2" LCD Screen with really sharp 415ppi resolution -Lightweight for its size -Huawei gestures system navigator -Decent Kirin 710 processor, like the Honor 8X, similar to the Snapdragon 660 -Plastic build quality, and plastic doesn't shatter like glass -rounded seamless body -3 RAM with 64 GB storage Amazon Links Germany Black (Used, new, and Renewed): https://www.amazon.de/dp/B07L41ZFYN/ref=psdc_3468301_t3_B07QKMZPQ5 Black (Renewed): https://www.amazon.de/dp/B07SM9QM6L/ref=dp_cr_wdg_tit_rfb

To get the most value for money go for a new, wrapped, in-box phone. Buying used may be worth it when shopping for premium phones as they are often more robust in terms of build quality, material strength, and processing performance, therefore as they age they remain strong and useable. Unfortunately the same cannot be said for used budget devices. Due to the fact that budget devices are often featuring weaker build quality and much low performance in terms of computing speed, it's better to but budget devices in new condition so as to get the best experience. All that said, also keep in mind that price depreciation hits premium phones much harder than budget phones, so buying a used budget phone means you will have small savings that you would if you were buying a used flagship phone. In year, a budget phone be drop in price so that you can save like 30 Euros, whereas in the same time period buying a premium phone used can achieve savings more like 300 Euros. Often times buying budget phones used wont present huge savings due to price depreciation.
