Apple had their annual event where they present the year's new iPhone this past Tuesday. The event was big on tablets. Plenty time was spent detailing the new iPad Mini 6th Generation and the new iPad 9th Generation. In fact, the event opened with the introduction of the new iPad 9.
The last year iPad looked very compelling because it offers a lot of performance the price, but this year the iPad 9 outdoes the last year's model. The price remains unchanged. Which means the new iPad is seriously worth it for the price. For instance, last year's iPad 8 seemed like a very good bargain. This year's iPad has quite some compelling advantages over last year's model.

Upgrades
Tablet is now powered by the A13 Bionic SoC (also used in iPhone 11 Pro Max)
Screen is now 99% sRGB
Screen supports True tone
Camera has been hugely upgraded to 12-megapixel resolution with larger sensor and wider-angle supporting center stage
The camera is perhaps the most whopping upgrade. Overall, all of this package together makes the iPad 9 a very viable device. It is a good upgrade over the previous year's model, so this makes the iPad 8 rather obsolete and hard to recommend unless it can be purchased with massive sales offer.
It's not all roses. Some things never change. For example, the screen is still not laminated, though it would've been nice to see that this September. A laminated screen would make this tablet a better drawing for sketches with Apple Pencil. Another disappointment, but at least in this case, an expected one, is that the overall case and body of the tablet, pretty much remains the same with the vintage iPad look. Now, this is only a negative thing depending on how much Apple's more contemporary slab edge design style having is considered necessary. For example, the older design on the iPad 9 could be perceived as a benefit by someone who upgrades from an iPad 7, because all cases, keyboards, pens, and accessories will continue to work. So, in this light, the vintage design can potentially save money for some consumers.
Unfortunately, only the Pro, Air, and Mini lines feature Apple's current slab edge design style. The iPad 9 is the cheapest tablet that Apple sells. It seems clear that that price restricts the iPad 9 to use the older pencil, the older body design, and the older non-laminated LCD screen type, however despite all these concessions made here, what Apple is still offering is great!
Verdict
Better screen than last year, by a decent upgrade. now more color accurate with true tone
Better chip than last year, by a decent margin as well. The performance boost is always appreciated.
10x improved front camera with center stage.
